U.S. Bancorp Impact Finance invites CDFIs and nonprofits to apply for funding to provide technical assistance and predevelopment support

U.S. Bancorp Impact Finance invites Community Development Financial Institutions (CDFIs) and nonprofit organizations to apply for funding through its Access Capital program. This funding opportunity supports technical assistance and predevelopment resources for emerging affordable housing developers working in low‑ to moderate‑income (LMI) communities.

The Access Capital request for proposals (RFP) is designed to strengthen the affordable housing development ecosystem by pairing capacity-building support with clearer pathways to capital.

Technical assistance and capital alignment to help expand the housing ecosystem

Access Capital contributions support nonprofits and CDFIs that provide technical assistance, training, advisory services and predevelopment assistance to emerging developers. These services help developers build the skills and financial readiness needed to advance affordable housing projects.

Eligible activities include helping developers:

  •  Strengthen financial and operational readiness
  • Navigate affordable housing development processes
  • Access lending and financing opportunities

“The combination of technical assistance and access to capital is critical to bringing more developers into the affordable housing ecosystem,” said Torrence Moore, head of Access Capital at U.S. Bank. “This program helps expand on-ramps for emerging developers and strengthen their capacity to deliver affordable housing and build wealth.”

Since its launch, Access Capital has focused on supporting organizations that work with developers at early and critical stages of project development. By investing in these partners, the program aims to help emerging developers gain experience, scale their work and pursue more complex affordable housing developments over time.

Who should apply

The 2026 Access Capital RFP is open to:

  • Nonprofit organizations and CDFIs with experience providing technical assistance or training to affordable housing developers
  • Organizations that support developers operating in or serving low- to moderate-income communities
  • Both existing and new technical assistance programs, including those seeking to expand or enhance current offerings

For purposes of the Access Capital program, an emerging developer is defined as a for‑profit or nonprofit real estate development firm that has led the development of three or fewer affordable housing developments financed through the Low-Income Housing Tax Credit (LIHTC) program.

Past Access Capital recipients are eligible to apply if the proposed use of funds differs from previous awards.
